Plans were approved in late 2022 for a new neighbourhood at Top Farm, comprising 1,700 new homes, new primary and secondary schools, and a mixed-use local centre.
We’re now consulting local communities on our planning application to deliver the next phase of development – Top Farm Phase 2 and Phase 1ciii.
Our consultation will run from Friday 8th August to Friday 22nd August.

The story so far
Since receiving planning permission, we’ve been busy delivering Phase 1 of Top Farm. This includes building a range of new homes that meets current housing need and creating an inclusive and sustainable community, across private sale, private rent and affordable tenures. 25% of homes will be affordable housing, enabling local people to access good quality homes.
In addition, we’ve been busy completing a brand new secondary school that will open to students in September 2025.
We are currently delivering:
- 530 new homes, out of approximately 1,700 that will be delivered in total.
- A new secondary school (delivered by the Department for Education).
- A new East-West link road.
- Play areas and a new community park.
As part of our upcoming phases, we will deliver:
- More than 1,100 new homes.
- A proposed new primary school.
- 60 specialist living units, for extra care, assisted or other specialist living.
- New community open spaces, with parks and water features aimed at enhancing local biodiversity.
- Proposed leisure facilities.
- A new local centre with new retail and commercial space, including a convenience store and likely to include a children’s day nursery.
- Significant community infrastructure investments made via funding to the planning authority, such as funding to improve local bus services, cycle paths, local healthcare facilities, libraries and sports facilities.
